In the output circuit that uses a transistor, the collector is an output terminal. When the transistor is turned ON, the output is forced to 0.5 V or less and when it is turned OFF, the output is forced to 10 V or more. Generally, to prevent this situation, process the externally pull-down to the collector terminal and constitutes the system to force the output voltage to low level when the transistor is turned OFF.
